Arunachal gets its first Inter State Bus Terminal

ITANAGAR, Aug 12: The first Inter State Bus Terminal (ISBT) of Arunachal Pradesh was inaugurated on Saturday by Chief Minister Pema Khandu on Saturday at Lekhi village.

Following the inauguration, the UD & Housing Department formally handed over the ISBT to the Transport Department.

Sanctioned during the Dorjee Khandu Government, the ISBT has been constructed under JNNURM at a cost of Rs 3259.42 lakh by the Department of UD & Housing, with the main terminal building spread across an area of 9239.12 sqm.

The two floors of the terminal building offer a range of services and public utilities, which include ATM booths, restaurants, food court, kiosks, tourism office, dormitory, enquiry and phone booths, toilets, etc. It also houses an over-head water tank with 1,00,000 liters capacity; its own electrical substation, transformer, high mast and street lights, besides a pump house.

With 38 well laid out bus bays, passengers can also choose from the separate ticket counters for private and government buses, and make advance bookings as well. There are also counters for sumos and taxis for arriving passengers.

Speaking to reporters, Naharlagun Station Superintendent Gyamar Tadap informed that the Transport Department is shifting its staff to the terminal on Saturday itself and the services will start from Monday onwards.

Earlier, dedicating the ISBT to the people of the state, Chief Minister Pema said that it would immensely benefit the people by reducing traffic congestion considerably in Itanagar and Naharlagun.

He instructed the Chief Secretary to strictly issue directives through the deputy commissioners concerned to all the bus services to park their vehicles in the ISBT only.

He also informed that the new Inter State Truck Terminus will be completed within this month and by December, 2017 the new convention hall in Indira Gandhi Park will also be completed.

The Chief Minister said that Union Railway Ministry has been asked to increase the frequency of intercity Shatabdi Express service from Guwahati to Naharlagun to five days in a week from the present three days.

The Chief Minister also said that the state government will soon avail the UDAAN - regional connectivity service starting flight services from major cities in Assam to Arunachal.

He appealed to the people for cooperation in early start of airport in state capital, reminding them that Arunachal is the only state in India that has no airport in its capital city.

He informed that central technical team has already identified Hollongi as viable site and urged the people not to claim exorbitant rates for compensation, which may prove hurdle in early completion of the project.

UD Minister Nabam Rebia and UD Parliamentary Secretary Techi Kaso also urged the people to cooperate with the state government in early completion of all important projects in the state.  

A large audience of locals, besides Chief Secretary Shakuntala D Gamlin, Transport Parliamentary Secretary Likha Saaya, UD Chief Engineer Taba Tedir and other officials were present on the occasion.

 

 

No more interviews for recruitment to lower level posts

ITANAGAR, Aug 12: The State Cabinet on Friday scrapped the practice of 'interview' for recruitment to lower level posts in all government departments in order to curb corrupt practices and maintain transparency in recruitment process.

The Cabinet chaired by the Chief Minister also took decisions to set up the Arunachal Pradesh State Human Rights Commission (APSHRC) and set the ball rolling for establishment of the state Lokayukta.

The establishment of the Commission would come as a huge relief to the citizens in safeguarding them from violation of human rights, the meeting observed.

The Cabinet further approved creation of 30 posts to run the Commission.

The Protection of Human Rights Act, 2006 provides for creation of a State Human Rights Commission.

The Cabinet fixed a timeline for getting functional the state Lokayukta by constituting three committees, namely Drafting Committee, Search Committee and a Selection Committee.

The Selection Committee, which would be headed by the Chief Minister as the Chairperson with Leader of the Opposition, Chief Justice of Guwahati High Court or a judge nominated by the Chief Justice and Chief Secretary as members, will recommend the names to the Governor for appointment as the Lokayukta Chairperson and Members within 30 days from the date the Search Committee submits the panel of names.

The Cabinet also approved the MoU of Regional Connectivity Scheme (RCS) to be signed with the Ministry of Civil Aviation and the Airport Authority of India to operationalize air services for civilian purposes at Ziro, Pasighat, Aalo, Tuting, Mechuka, Walong, and Tezu airports, besides some other helipads as and when helicopter service under RCS is implemented.

For facilitating the Tomo Riba Institute of Health & Medical Sciences to start its courses from next year, the Cabinet approved department-wise creation of 228 technical posts.

The Cabinet also approved the proposal for amendment of recruitment rules for the post of Under Secretary, Group A (Gazetted), Arunachal Pradesh Secretariat Service.

Other important decisions taken were approval of the Arunachal Pradesh State Higher Education Council Bill, 2017 for placing in the Assembly and scrapping of the no-detention policy in school education. Further, the examinations for classes V and VIII shall be conducted under the State Board.

 

 

Candle light march for Migrik Lomi Karga

KAMBA, Aug 12: Even as the city police are yet to make any headway into the murder of Migrik Lomi Karga, the civil societies and students of Kamba Sub-Division under the banner of Hirik Hiru Students' Union (HHSU) on Friday evening took out a candle light march at Kamba town in West Siang district, demanding immediate arrest of the culprit(s) involved in the murder incident.

The body of Migrik was recovered from her rented apartment at Lekhi village in the morning of July 31.

More than 2000 people from all walks of life participated in the candle light march and demanded the authorities concerned for immediate arrest of the culprits involved in the murder case.

The members prayed to the almighty for eternal peace of the departed soul.

The Union will submit a three-point representation to the Governor of Arunachal Pradesh demanding immediate arrest of the culprits within a week's time, announcement of compensation to the family of the deceased and endorsement of murder case to a SIT for free and thorough investigation.  

 

 

Noa-Dehing floods Dumpani and Udaipur villages

CHANGLANG, Aug 12: Flood waters of overflowing Noa Dehing washed away the brushwood check dam, inundating Dumpani and Udaipur villages under Diyun circle on Saturday.

Flood situation in the two villages worsened since August 8. More than 30 percent of the villages were reportedly under complete submergence. Many dwelling houses were also destroyed by flood water.

The Nao Dehing has changed its course toward Diyun, destroying at least six houses and leaving 30 families marooned, who have been evacuated to safer places, informed Extra Assistant Commissioner (Diyun) Sabadam Tayang.

Relief camps have been set up in both the villages and local administration is providing ration items to the affected people.

The EAC said that a large number of agriculture and horticulture crops were also damaged. However, there was no report of loss of life. (DIPRO)

 

 

 

India, China flag meeting remain inconclusive

NEW DELHI, Aug 12:  Senior army officials from India and China on Friday held a flag meeting at Nathu La mountain pass in Sikkim and extensively discussed the Dokalam standoff but the "deliberations remained inconclusive", sources said.

In the Border Personnel Meeting (BPM) attended by Major General rank officers from both sides, India insisted that the face-off could be resolved through simultaneous withdrawal of troops by the Indian and Chinese sides, they said.

Friday's deliberations follow a meeting between brigade commanders of the two sides on August 8.

"The meeting remained inconclusive as the Chinese side insisted on withdrawal of Indian troops from Dokalam immediately," a senior Indian official said.

The BPM set up was launched by both countries to sort out local issues and ensure peace and tranquility along the sensitive border.

The two sides hold BPM in five points which include Daulat Beg Oldie in northern Ladakh, Kibithoo in Arunachal Pradesh, Chusul in Ladakh, Bum-La near Tawang in Arunachal Pradesh and Nathu-La in Sikkim.

 India and China have been locked in a face-off in the Doklam area of the Sikkim sector for nearly eight weeks after Indian troops stopped the Chinese Army from building a road in the area.

China claimed it was constructing the road within their territory and has been demanding immediate pull-out of the Indian troops from the disputed Doklam plateau. Bhutan says Doklam belongs to it but China claims it to be its territory.

External Affairs Minister Sushma Swaraj had recently said both sides should first pull back their troops for any talks to take place, favouring a peaceful resolution of the border standoff.

India also conveyed to the Chinese government that the road construction would represent a significant change of status quo with serious security implications for it. (PTI)

 

 

 

'Create link between villages and police dept'

ITANAGAR, Aug 12: Former Karnataka DGP, Dr H T Sangliana suggested appointment of at least one constable at the village level to work as multi-tasking link between villages and the police department for sharing information to nab criminals.

He was speaking on the occasion of the first ever Arunachal Ratna Bomto Kamdak memorial lecture on 'Policing & Police personnel and Challenges & Reforms' at the state banquet Hall in Itanagar on Saturday.

Also an MP from Karnataka, Sangliana said that police personnel across the country would always remember Bomto for his sacrifice and service toward the society before being killed by miscreants.

He also advised police officers to be available and accessible to the common people 24 hours as their job is to ensure safety and security of the society. He called on senior police officers to set an example for their juniors.

Thanking Arunachal Initiative group for organising the lecture with Rajiv Gandhi University's department of Political Science, wife of late Bomto Kamdak, Moyir Basar Kamdak lamented that Tagiung Yangfo is still at large after being accused of killing her husband a year ago.

Stating that police alone cannot do their duty properly unless they are helped by the public, she said, "From some sources, I came to know that villagers are not cooperating with the police team for arresting Yangfo."

Admitting the inability of the police in arresting the accused involved in the murder of Kamdak and Ojing Tayeng, DGP Sandeep Goel said that police was tirelessly working to solve both the cases.

Meanwhile, Goel also said the police are exploring several leads to identify the person who killed Migrik Lomi at Lekhi village a few weeks ago.

DSP Kamdak was killed in crossfire at Sangrungwa camp near Yangfo village in Chayang Tajo, the ADC headquarters in East Kameng district.

 

 

Laa Talar and Pinky Karki win men's and women's single titles

ITANAGAR, Aug 12:  Laa Talar and Pinky Karki won the men's and women's open single titles in the 5th Dorjee Khandu Memorial State Open Badminton Championship-2017 here on Saturday.

Talar defeated his doubles partner Jokom Ribya in straight 21-15, 21-19 set in the final to win the title.

The bronze medals in men's single category went to Tai Douom and Dane Linggi.

Pinky defeated number one seed Laa Yajum 2-0 (23-21, 21-13).

Bronze medal in this category went to Tania Yasap and Apali Mega.

Pinky pairing with Taring Yania also won the women's doubles (open category) title defeating Boni Yapu and Taw Aniya in straight 21-03, 21-13 sets in the final.

Earlier in the day, Talar and Jokom beat the duo of Kulang Takhi and Rahul Thapa 21-15, 18-21, 21-18 to win the men's doubles (open category) title.

In mixed double, the pair of Rahul and Tania Yasap beat the pair of Tai Doyum and Boni Yopu 2-0 (24-14, 21-12)  to win the title.

Home Minister Kumar Waii, who witnessed a few matches, distributed prizes to the winners.   

All the matches were played at the MLA Cottage Badminton Stadium here.

The finals of the U-10, U-13, U-15 and U-19 categories will be played on Sunday.

 

 

 

A thousand benefit from mega health camp

SAGALEE, Aug 12:  An ongoing two-day mega health camp at Community Hall, Sagalee saw a team of over 40 doctors, along with paramedical staff offering free treatment and health check up, besides free medicine distribution to around one thousand patients on the inaugural day of the camp on Saturday.

The health camp is organized by the District Health Society, Yupia in collaboration with the Directorate of Health Services, APDA and IMA Arunachal Pradesh Unit.

In his inaugural address, Parliamentary Secretary, Health & Family Welfare, Phurpa Tsering appreciated the Health Department officials for organizing the mega camp. He further informed that that such mega health camps will also be organized in other parts of state for benefit of rural people.

Tsering also assured to provide an ambulance at Sagalee and to support infrastructure development of other PHCs at  Mengia, Leopariang etc.

Further, he contributed Rs 3 lakh for the landslide victims of Laptap and Rs 2 lakh for the organising committee for smooth conduct of the two-day mega health camp, which will continue on Sunday.

Such mega health camps are truly beneficial for the people of Sagalee area as they cannot reach the state Capital easily due to severe landslides and flood, said former Chief Minister and Sagalee MLA Nabam Tuki, who attended the inaugural function of the mega health camp.

Tuki also appreciated the Health Department for organizing the health camp at the hour of need and  requested for such health camps in different parts of the state, particularly during monsoon period.   

He further requested higher authorities to provide medical ambulances and sufficient health infrastructures in various PHCs of the area.  

 

 

 

APCC accuses CM of misusing govt employees

ITANAGAR, Aug 12: The Arunachal Pradesh Congress Committee (APCC) on Saturday accused Chief Minister Pema Khandu of trying to misuse government employees to influence voters ahead of the ensuing bye-election to Pakke-Kessang Assembly Constituency.

In a press statement, APCC President Takam Sanjoy alleged that the Chief Minister has threatened some government employees hailing from the election-bound constituency and Seijosa with transfer to interior places, if they do not campaign for the BJP candidate.

This daily tried to contact the APCC president through telephone to substantiate his allegation, but he did not attend the phone call.

This daily also tried to contact Government Spokesperson Bamang Felix to know his reaction over the allegation. But, he too could not be contacted.

Meanwhile, APCC informed that former minister and state BJP leader Bida Taku has joined the Indian National Congress party on August 11.

 

 

Mein gives emphasis on bio-fuel for friendly environment

NIRJULI, Aug 12:  The Ministry of Petroleum and Natural Gas and National Yuva Cooperative Society (NYCS) Limited jointly organized a programme on the occasion of World Bio-Fuel Day at NERIST Auditorium Hall, Nirjuli on Saturday.

Attending the programme, Deputy Chief Minister Chowna Mein stressed upon the importance of bio-fuels as cost effective and environment-friendly substitutes to conventional fuels. He called for nurturing bamboo as it is endemic to the state.

He said that the state government is committed to the cause of bio-fuel as it is now emerging as a versatile energy source and CM Pema Khandu in this connection has held several discussions with the central leadership recently.

The state government has recently signed MoU with Numaligarh Refineries Limited Assam, for supply of raw materials in the form of bamboo for production of ethanol, to be blended in petrol and petroleum products, he said.

Appreciating the efforts of NYCS for organizing World Bio-Fuel Day in the state, which has become a country-wide bio-fuel movement, Mein hoped that this movement will provide great entrepreneurial opportunities to the people.

In his address, RGU Vice Chancellor,  Professor Tamo Mibang  called upon the youths  to come forward to learn new things, like bio-fuel. He pointed out that the state has abundant land for producing bio-fuel resources. "But to tap the resources, we need to change and develop our mindset", he said.

During a technical session, Professor Pradip Lingfa, NERIST HoD of Mechanical Engineering gave a PowerPoint presentation on bio-diesel as a sustainable future fuel, while Dr D Mahanta, Joint Director of the State Council for Science and Technology gave a presentation on activities and achievement of State Council for Science and Technology.

Gyamar Kassung, programme coordinator of NYCS presented the organizational report and the theme of the seminar.

 

 

 

IFCSAP welcomes govt's decision to create DIFCA

ITANAGAR, Aug 12:  Welcoming Chief Minister Pema Khandu's recent decision to create a Department of Indigenous Faith & Cultural Affairs (DIFCA), Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) President, Dr Ligu Tacho on Saturday said that the creation of the department would certainly revive the vanishing indigenous faith, tradition, culture and languages of the tribal people of Arunachal Pradesh.

In a communiqué, the IFCSAP termed the decision as a landmark in the history of the state's faith and cultural movement, and hoped that the GoAP would issue notification in this regard for early functioning of the same.

 

 

 

Chief Engineer Jumtum Tato no more

ITANAGAR, Aug 12: Jumtum Tato, Chief Engineer (Power) Western Electrical zone, passed away on Saturday following a prolonged illness at Niba Hospital, Naharalgun.

Meanwhile, Minister for Power, Tamiyo Taga, who attended Tato's funeral at his residence in Naharlagun, deeply mourned his demise and prayed for the eternal peace of the departed soul.

 

 

 

Legal awareness camp for GBs

ZIRO, Aug 12: Around 60 gaon burahs and gaon buris of Bamin-Michi, Mudang-Tage, Dutta and Hija villages were given free legal counseling during the daylong legal awareness camp organ-ised by the District Legal Services Authority at Government Middle School, Dutta on Saturday.

Taking reference to the provisions of Assam Frontier (Administration of Justice) Regulation Act, 1945, resource person and advocate, Tanyang Tado dwelt on the powers of Gaon Burahs and Gaon Buris.

The Goan Burah institution can act as administrator and custodian of traditional laws within their village jurisdiction, Tado said. He also briefed on relationship between the gaon burahs and buris and the administration and judiciary.

Advocate Mihin Laling gave in detail the assigned task of gaon burahs and gaon buris under Assam Frontier (Administration of Justice) Regulation Act, 1945, while advocate Bamin Apa spoke on provisions of Legal Services Authority Act and legal aid clinics.

In the interactive session, the participating GBs got their doubts clarified from the resource persons.

The GBs, while appreciating Chief Judicial Magistrate cum Member Secretary, District Legal Service Authority, Tageng Padoh for his prompt response in organizing an awareness camp, appealed to the CJM to organize similar awareness programmes for GBs of remaining villages in Ziro-I circle.

 

 

‘Keep a tab on invalid commercial vehicle permits’

ITANAGAR, Aug 12: Claiming that a large number of vehicles used by various NGOs, private companies, and government undertakings are plying in the roads without obtaining valid permits from the department concerned, the All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its president Dobing Sonam has appealed to the Commissioner of Transport to keep a tab on the same.

In a memorandum submitted to the Commissioner on August 10 last, the federation stated that more than 1000 private and commercial vehicles hired by various government undertaking private companies, like BSNL, NEEPCO, NHPC, Sarva Siksha Abhiyan, Pawan Hans etc have not obtained plying permit from the competent authority whatsoever, and they are also not registered in AAPPTF, which is the apex body of public commercial vehicles in the state.

The AAPPTF further informed that it would start a membership drive from August 20 to enroll all the vehicle owners in the federation and help the vehicle owners obtain permits from the department concerned.

It, however, cautioned that once the drive is over, the vehicles found to be plying without proper permit would be seized.

It was informed that the transport commissioner has positively assured to look into the appeal of the federation.

 

 

 

Must not forget martyrs of North East India: Students' Union

ITANAGAR, Aug 12:  Members of the All Tai Ahom Students' Union (ATASU), Kamrup District Committee, Guwahati called on 38th East ST Constituency MLA Kaling Moyong here on Thursday last and appealed to the people of the North East, irrespective of caste, creed and religion to recall the contribution of the heroes from North East, who struggled for the country's independence and hoist the national flag on August 15 as a mark of respect to the martyrs.

MLA Kaling Moyong also said that people of the region should not forget brave hearts, like Matmur Jamoh, Moji Riba, Eda Moyong, Kushal Konwar, Kamala Miri, Rani Gaidinliu, Shoorveer Pasaltha Khuangchera, U Tirot Sing, Maniram Dewan, Bhogeswari Phukanani, Bir Tikendrajit Singh, Kanaklata Baruah, Mukunda Kakati, U Kiang Nang Bah etc, who fought selflessly against the exploitative imperial British rule.

 

 

DYFC, AFC win in Itanagar Solung Football

ITANAGAR, Aug 12: Donggin Yameng and Abor FC won their respective league matches against Sisang Angong and Sisang Yameng in Itanagar Solung Football Tournament on Saturday.

Jiten Taring and Nyanyi Bodung scored one goal each in Donggin Yameng's 2-1 win over Sisang Angong.

Taning Talloh netted the lone goal for Sisang Angong.

Abor FC beat Sisang Yameng FC 2-0 with goal from Johnson Rinya and Taik Darang in the second match.

On Sunday, the first match will be played between Kime Nane and Dadi Bote. Dooying Goolong will take on Golgi Bote in the second match.  

 

 

 

Prog on 'freedom from open defecation' at Mani GSS

YUPIA, Aug 12:  A programme on 'Khule Mein Saucch Se Azaadi' (freedom from open defecation) was conducted at Government Secondary School, Mani by the PHED, Yupia, here on Friday last.

Speaking on the occasion, Deputy Commissioner-cum-Chairman District Water & Sanitation Committee, Tai Kaye highlighted the various flagship programmes launched by the Prime Minister and the state's Chief Minister and urged upon all sections of people in the society to be part of developmental activities.  

The PHED SE and EE, along with Zilla Swachh Bharat Prayarak, ZPM Doimukh and the school's Head Master also called on the participants to avoid open defecation.

A series of programmes on Freedom from Open Defecation under Swachh Bharat Mission (Gramin) is presently underway in Papum Pare district from August 9 to 15, wherein a large number of PRI leaders, teachers, students and other stakeholders are taking part. (DIPRO)

 

 

 

Workshop on financial literacy for students

TEZU, Aug 12: The Department of Commerce of Indira Gandhi Government College, Tezu organized a workshop on financial literacy for the students on Saturday.

Speaking on the occasion, college Vice Principal, S C Pradhan said that the general literacy of the country is over 60 percent, but the financial literacy rate is only 24 percent, and in Arunachal Pradesh it is merely 10 percent.

Head of the Commerce Department, Dr K Rajendra Babu pointed out that simply being literate is not sufficient in the contemporary world. Stressing the need of being literate financially, he said, "Lack of financial literacy will definitely hamper the growth of the Indian economy."

Resource person from SBI, Prabal Choudhury dealt with the issues of financial planning, budgeting and different financial services available in the country.

Over a hundred students attended the workshop.

 

 

Ering calls off proposed dharna

ITANAGAR, Aug 12: Arunachal MP Ninong Ering has extended sincere thanks to Union Minister of State (independent charge) for Communications, Manoj Sinha for awarding the tender to BSNL for cellular network in the uncovered villages of Arunachal Pradesh and parts of Assam.

The MP also cancelled his proposed day-long strike on August 14 in protest against undue delay in awarding cellular network works, following the assurance of Minister Sinha for speedy action in this regard.

Earlier, Ering, while expressing concern at the delay in awarding work, had written to the Prime Minister revealing his decision to go for a day-long strike, according to a release.   

 

 

NSCN(R) cadre apprehended

CHANGLANG, Aug 12: One NSCN(R) cadre, Self Styled Private Jongsham Chena was apprehended by the Dao Division of the Assam Rifles during an operation held at 17 Mile of Changlang district on the night of August 11 last.

On receiving specific intelligence report about the presence of a cadre trying to terrorize and attempting extortion at 17 Mile, the Jairampur Battalion of Assam Rifles launched an operation in the area and nabbed the NSCN(R) cadre and seized a pistol and ammunition from his possession.

According to the AR, when interrogated, SS Private Jongsham Chena admitted his allegiance to NSCN(R) and divulged that he was an active part of the outfit since June 2015 and had received three months weapons training at NSCN Pongphung Camp at Tizit, Mon.

The cadre had been previously apprehended by the Assam Rifles at Changlang town on October 8 last year while carrying out extortion and had been since out on bail.

 

 

 

Cleanliness drive held

ITANAGAR, Aug 12:  A mass cleanliness drive was organized by volunteers of the NSS Unit of Rajiv Gandhi Government Polytechnic at Ganga Market and Sumo Stand area here on Saturday as part of Swachhta Pakhwada.

The drive was carried out under the guidance of Principal, Dr A K Tripathy and led by Program Officer NSS Unit-RGGP, Rinchin Tashi Tsumkhapa and NSS Unit-RGGP Assistant Program Officer, Kamlit Mongchan.

PASIGHAT Aug 12: The 22 Company of Arunachal Pradesh NCC distributed stationery supplies, like pens, pencils, erasers and sharpeners among the students of Paglek Government Middle School, Pasighat

Sponsored by a Mumbai-based NGO with its headquarters in Dubai, the items were distributed through East Siang Deputy Commissioner Tamiyo Tatak, in presence of Colonel H Padmanabhan, Colonel P K Bhatt, faculty members and students of the school.

The Deputy Commissioner appreciated the NCC for the distribution of the items and also for motivating the children to take part in the Swachh Bharat Abhiyan and tree plantation. He assured all possible support to the NCC. (DIPRO)
