Arunachal gets its first Inter State Bus Terminal

ITANAGAR, Aug 12: The first Inter State Bus Terminal (ISBT) of Arunachal Pradesh was inaugurated on Saturday by Chief Minister Pema Khandu on Saturday at Lekhi village.
Following the inauguration, the UD & Housing Department formally handed over the ISBT to the Transport Department.
Sanctioned during the Dorjee Khandu Government, the ISBT has been constructed under JNNURM at a cost of Rs 3259.42 lakh by the Department of UD & Housing, with the main terminal building spread across an area of 9239.12 sqm.
The two floors of the terminal building offer a range of services and public utilities,
which include ATM booths, restaurants, food court, kiosks, tourism office, dormitory,
enquiry and phone booths, toilets, etc. It also houses an over-
With 38 well laid out bus bays, passengers can also choose from the separate ticket counters for private and government buses, and make advance bookings as well. There are also counters for sumos and taxis for arriving passengers.
Speaking to reporters, Naharlagun Station Superintendent Gyamar Tadap informed that the Transport Department is shifting its staff to the terminal on Saturday itself and the services will start from Monday onwards.
Earlier, dedicating the ISBT to the people of the state, Chief Minister Pema said that it would immensely benefit the people by reducing traffic congestion considerably in Itanagar and Naharlagun.
He instructed the Chief Secretary to strictly issue directives through the deputy commissioners concerned to all the bus services to park their vehicles in the ISBT only.
He also informed that the new Inter State Truck Terminus will be completed within this month and by December, 2017 the new convention hall in Indira Gandhi Park will also be completed.
The Chief Minister said that Union Railway Ministry has been asked to increase the frequency of intercity Shatabdi Express service from Guwahati to Naharlagun to five days in a week from the present three days.
The Chief Minister also said that the state government will soon avail the UDAAN

He informed that central technical team has already identified Hollongi as viable site and urged the people not to claim exorbitant rates for compensation, which may prove hurdle in early completion of the project.

No more interviews for recruitment to lower level posts
ITANAGAR, Aug 12: The State Cabinet on Friday scrapped the practice of 'interview' for recruitment to lower level posts in all government departments in order to curb corrupt practices and maintain transparency in recruitment process.
The Cabinet chaired by the Chief Minister also took decisions to set up the Arunachal Pradesh State Human Rights Commission (APSHRC) and set the ball rolling for establishment of the state Lokayukta.
The establishment of the Commission would come as a huge relief to the citizens in safeguarding them from violation of human rights, the meeting observed.
The Cabinet further approved creation of 30 posts to run the Commission.
The Protection of Human Rights Act, 2006 provides for creation of a State Human Rights Commission.
The Cabinet fixed a timeline for getting functional the state Lokayukta by constituting three committees, namely Drafting Committee, Search Committee and a Selection Committee.
The Selection Committee, which would be headed by the Chief Minister as the Chairperson with Leader of the Opposition, Chief Justice of Guwahati High Court or a judge nominated by the Chief Justice and Chief Secretary as members, will recommend the names to the Governor for appointment as the Lokayukta Chairperson and Members within 30 days from the date the Search Committee submits the panel of names.
The Cabinet also approved the MoU of Regional Connectivity Scheme (RCS) to be signed with the Ministry of Civil Aviation and the Airport Authority of India to operationalize air services for civilian purposes at Ziro, Pasighat, Aalo, Tuting, Mechuka, Walong, and Tezu airports, besides some other helipads as and when helicopter service under RCS is implemented.

CHANGLANG, Aug 12: Flood waters of overflowing Noa Dehing washed away the brushwood check dam, inundating Dumpani and Udaipur villages under Diyun circle on Saturday.
Flood situation in the two villages worsened since August 8. More than 30 percent of the villages were reportedly under complete submergence. Many dwelling houses were also destroyed by flood water.
The Nao Dehing has changed its course toward Diyun, destroying at least six houses and leaving 30 families marooned, who have been evacuated to safer places, informed Extra Assistant Commissioner (Diyun) Sabadam Tayang.
Relief camps have been set up in both the villages and local administration is providing ration items to the affected people.
The EAC said that a large number of agriculture and horticulture crops were also damaged. However, there was no report of loss of life. (DIPRO)

Stating that police alone cannot do their duty properly unless they are helped by the public, she said, "From some sources, I came to know that villagers are not cooperating with the police team for arresting Yangfo."
Admitting the inability of the police in arresting the accused involved in the murder of Kamdak and Ojing Tayeng, DGP Sandeep Goel said that police was tirelessly working to solve both the cases.
Meanwhile, Goel also said the police are exploring several leads to identify the person who killed Migrik Lomi at Lekhi village a few weeks ago.

IFCSAP welcomes govt's decision to create DIFCA
ITANAGAR, Aug 12: Welcoming Chief Minister Pema Khandu's recent decision to create a Department of Indigenous Faith & Cultural Affairs (DIFCA), Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) President, Dr Ligu Tacho on Saturday said that the creation of the department would certainly revive the vanishing indigenous faith, tradition, culture and languages of the tribal people of Arunachal Pradesh.

Taking reference to the provisions of Assam Frontier (Administration of Justice) Regulation Act, 1945, resource person and advocate, Tanyang Tado dwelt on the powers of Gaon Burahs and Gaon Buris.
The Goan Burah institution can act as administrator and custodian of traditional laws within their village jurisdiction, Tado said. He also briefed on relationship between the gaon burahs and buris and the administration and judiciary.

‘Keep a tab on invalid commercial vehicle permits’
ITANAGAR, Aug 12: Claiming that a large number of vehicles used by various NGOs, private companies, and government undertakings are plying in the roads without obtaining valid permits from the department concerned, the All Arunachal Pradesh Public Transport Federation (AAPPTF), led by its president Dobing Sonam has appealed to the Commissioner of Transport to keep a tab on the same.
In a memorandum submitted to the Commissioner on August 10 last, the federation stated that more than 1000 private and commercial vehicles hired by various government undertaking private companies, like BSNL, NEEPCO, NHPC, Sarva Siksha Abhiyan, Pawan Hans etc have not obtained plying permit from the competent authority whatsoever, and they are also not registered in AAPPTF, which is the apex body of public commercial vehicles in the state.
The AAPPTF further informed that it would start a membership drive from August 20 to enroll all the vehicle owners in the federation and help the vehicle owners obtain permits from the department concerned.
It, however, cautioned that once the drive is over, the vehicles found to be plying without proper permit would be seized.
It was informed that the transport commissioner has positively assured to look into the appeal of the federation.

Workshop on financial literacy for students
TEZU, Aug 12: The Department of Commerce of Indira Gandhi Government College, Tezu organized a workshop on financial literacy for the students on Saturday.
Speaking on the occasion, college Vice Principal, S C Pradhan said that the general literacy of the country is over 60 percent, but the financial literacy rate is only 24 percent, and in Arunachal Pradesh it is merely 10 percent.
Head of the Commerce Department, Dr K Rajendra Babu pointed out that simply being literate is not sufficient in the contemporary world. Stressing the need of being literate financially, he said, "Lack of financial literacy will definitely hamper the growth of the Indian economy."
Resource person from SBI, Prabal Choudhury dealt with the issues of financial planning, budgeting and different financial services available in the country.

NSCN(R) cadre apprehended
CHANGLANG, Aug 12: One NSCN(R) cadre, Self Styled Private Jongsham Chena was apprehended by the Dao Division of the Assam Rifles during an operation held at 17 Mile of Changlang district on the night of August 11 last.
On receiving specific intelligence report about the presence of a cadre trying to terrorize and attempting extortion at 17 Mile, the Jairampur Battalion of Assam Rifles launched an operation in the area and nabbed the NSCN(R) cadre and seized a pistol and ammunition from his possession.
According to the AR, when interrogated, SS Private Jongsham Chena admitted his allegiance to NSCN(R) and divulged that he was an active part of the outfit since June 2015 and had received three months weapons training at NSCN Pongphung Camp at Tizit, Mon.
The cadre had been previously apprehended by the Assam Rifles at Changlang town on October 8 last year while carrying out extortion and had been since out on bail.
